  1. You can create a hash cluster in oracle - i think, are you talking about an index that is shared by than more than one table for v.fast join queries on tables which share a similar index ?? Try using bitmap indexes for low cardinality columns - v fast
  2. best to create them after I would say. you can always do an alter index <index name> rebuild. I have a job to do this every night on my OLTP database just to keep thew indices in tip top condition.
