Yes, I believe a person can pass the OCP exams using only the Oracle manuals to prefare. The SQL and DBA Admin exams in particular can be passed based on experience and accumulated knowledge since that is how I prepared. The other examinations are a little bit harder using only the manuals, but I believe it can be done. If you have some money but not enough to take very many cources I would recommend (based on word of mouth from associates who took classes) the you take Backup and Recovery, Performance and Tuning, and Net 8. The rman commands and syntax is laid out for you in the student notes but just there in the manual and picking out the more important stuff is difficult.
