Parallel Query

Does parallel use anything like ratios of partitions to degree of parallelism, or number of devices on which a table is spread across to decide if it should be parallelizing an operation? I'm having a hard time getting a statement parallelized even though the optimizer is doing all the right steps with regards to full partition joins, etc; just doing the steps serially instead of in parallel.
