Unable to Locate DLL installing 8.0

When attempting to install Oracle 8.0.5 on Win NT 4.0 sp3, I received a message:

TNSLSNR80.EXE - Unable To Locate DLL

The dynamic link library CORE40.dll could not be found in the specified path
<list of directories in path>

I received what amounted to the same message:

OWASTsvr.exe - Unable To Locate DLL for OCI.dll.

These problems seemed to cause a couple others further down in the process. Does anyone have any ideas?
