Connection Strings

Is it possible to connect to Oracle from a client application using the connection string directly and bypassing/not using the TNSNAMES.ORA file?

I'm sure I got it to work a few months when I quickly tried, but I'll be damned if I can get it to work again. I've tried the CONNECT_DATA and ADDRESS parameter tags with the CID, HOST, POST and SID parameters, but no luck.

Any idea how?
