I would be careful of any OEM release before 1.4. Check which release of OEM comes with 7.3.4 - I do not recall.

I saw the new NT ver of Oracle Expert (1.6 or so) and the others just recently at an Oracle demo in a sales office. For 10 years I have heard promises about graphical intuitive tools that will help us monitor and tune. Well now they are actually here! We tuned SQL online and monitored a live DB and used drilldown to look for problems, etc.

OEM 2.0 is java and supposed to be even better. A lot of new tools will be shown at "the show" (Oracle Open World in SF in Nov.) so wait a few weeks.

Any chance you can go to Oracle8 8.0.5 on your platform?
