Enterprise Manager/Backup Manager connectivity

I have a new instance of an Oracle 8.04 database and am running Enterprise Manager for NT 4.0. I can connect to every EM utility but Backup Manager, including Instance Manager through a login with SYSDBA/ORA privileges. But trying to open Backup Manager results in a 'ORA-12203: TNS: unable to connect to destination' error message. Why?

Also, the login with SYSDBA privileges--authenticating by password EXCLUSIVELY through initSID.ora--is unable to create a repository (connecting with Normal), failing with:

Errors occurred while performing repository operations on behalf of the Enterprise Manager product.

XP-07016: A database error has occurred: create table SMP_UPDATESERVICES_CALLED_ (

...and no schema object tables are created for the login...

Any idea what I'm doing wrong?
