MULTILINGUAL SUPPORT ON ORACLE 7.X

Hi gurus

i urgently require all info available on the following subject-

MULTILINGUAL SUPPORT ON ORACLE 7.X FOR FORMS 3 AND FORMS 4.5 :- i need answers to the following queries :- (this is urgent)

1. Can it be done in Forms 3.0 / character mode or is it restricted to GUI ?
2. Does anything have to be done to enable the 8th bit to expand ASCII set from 127 to 256 ?
3. How are double-byte characters stored / entered ?
4. How can boilerplate text be made multi lingual ?
