On NT just because the service starts doesn't mean the instance is running. Check your alert log, this should tell you the exact reason why the instance didn't start. Could be as simple as a missing parameter file or incorrect path, or it could be more serious.

The platform specific documentation can be found on your CD in HTML format. It may also have been installed on your hard drive during the original Oracle installation.
