You or someone asked this about two weeks ago and the answer has not changed. Based on the information in your posting no one can possibly answer your question. As you obviously do not have the requisite skills in-house you need to hire a consultant to evaluate what you are doing. To once again give you an example, there are at least three different configurations that could be used for Oracle Forms 4.5, installed on client, installed on application server, and installed on dataserver. Just answering this question alone could change the number of users by a factor of more than 20X.
