Perflib Error on NT

Hello,



I am running Oracle 7.3.3 on NT and get this error in the application
event log every time I reboot the system:



Perflib:



The open procedure for service oracle7 in dll "operfdll.dll" failed.



Does anyone know what this error means and what causes it to appear ?
It is most important because it is on our development server, and I
think something with the installation of oracle may be wrong.
