Er, not quite sure why everything else is OK, but the packages are causing you a problem. What problem in particular?

Yes, you can create separate environments in the same instance, but if one is for, say, test, one live, one user acceptance test, and so on (or any permutation of) I'd recommend a separate database. In other words, WHY do you want the replicated environments?
