How do you access Chinese characters from two database of different character set?

I am designing an application which needs to access Chinese character from two database source. The character set for primary database source will be ZHT16BIG5 and the secondary database source will be WE8DEC. The language setting for all the clients will be the same as the primary data source (i.e. ZHT16BIG5). I cannot just export the data from the WE8DEC database and then import the data into the ZHT16BIG because new data is regularly updated into the WE8DEC database. The WE8DEC database is still running for many applications (DOS mode Forms). How do I resolve the language set in my new application?

Any help would be appreciated.
