Oracle is a complex RDBMS and you will need to read the Manuals ( Particularly the server concepts and Server Sql ones ), but to start simply, the installation should have given you the option of creating a database - if not, re-install ( or run the Creatdb.sql script ) - in my opinion letting the install program do it is safer.

After that, find an Oracle class somewhere and take the Intro and DBA courses

The programs you found are administrative utilities for use after the DB is set up.
