This is not an appropriate response on your part if you are asking others for help. Instead of telling us what isn't an option ... tell us what is.

One simple solution is DBMS_PIPE and write whatever you want in C.

Personally I think you entire design doesn't make business sense. It may be technically feasible but why any delay at all? Why not real-time?
