Sounds likely - can you ping or telnet to the host that has the database on it while connected on dial up and the intranet (presuming you mean a LAN) ? If you can, then SQL Net will work. If you can't, see 2 below.

It's not a SQL Net issue, it's a TCP/IP and probably an OS issue. What type of client are you on ? Have you tried dialing up without being connected to the LAN ?
