First of all are login into the 7.1.6 database from your PC. The database link is at the 7.1.6 database on the server, therefore when a query is made with the database link, it passes and parses on the database you are connected to. If your Entreprise manger or PC SQLPLUS is login into Personal Oracle or another database within a different listener than the 7.1.6, you are going to have problems.
