this can be cause by one of a couple of things --

your oracle_home/oracle_sid are incorrectly set (either they are wrong or the case doesn't match what was used to start the DB). You must have the same exact oracle-home/oracle_sid set in your environment as was used to start the database (unless you are using sqlnet but I don't think you are -- you would get a different message if you were).
if the oracle software owner can access the database but no one else can (no other unix user) then the permissions on the oracle executables are wrong. You should run root.sh after the install to get them set right.
the database actually isn't up.
