Oracle 8 and Web Application Server communications

I have installed Oracle 8.0.3 and Web Application Server 3.0 on my NT 4.0 SP3, 64MB RAM, Intel PII 233 machine and it seems that the two servers are somehow not communicating:
Note:
- The OracleAgent service doesn't start because of some memory write error???

I can't create a DAD because of error ORA-12547: TNS:lost contact
I can't configure the Enterprise Manager to recognize any Web Servers services
All Web server services work just fine all WRB, www, and admin
Everything is running on the same machine so the shouldn't be any network misconfigurations

PLEASE HELP :-(
