You can update file %ORACLE_HOME%\admin\tnsnames.ora via
package UTL_FILE, but EASY*Configuration isn't use after updates.
If you like to use EASY*Configuration after update, you can update
also file %ORACLE_HOME%\cfg\sqlnetv2.cfg
