Unpopulated sockets still count for the purpose of computing the "capacity" of the cluster.

You only have to purchase licenses for the sockets you populate, but 2 dual-socket blades would reach the capacity limit for a SE cluster, regardless of how many sockets are actually populated.

This is why many people (including me) consider 2 nodes to be the practical limit for SE clusters. It is theoretically possible to get to 4 nodes, but terribly difficult to find (server-class) hardware that actually permits you to do so.
