I believe there is a flag (Y/N) for a every oratab database entry that indicates whether or not the respective DB would be affected by "dbstart" and "dbshut".

Last I looked, "dbstart" shutdown all running databases, then started
everything.
That's not exactly general purpose, and comes with a certain surprise
factor if you've already brought up your most important database and now
want to bring up the rest. Not recommended except to perhaps just startup
everything.
My only experience with "dbshut" was many years ago. I wondered why the shutdowns were taking so long and discovered it was using "shutdown" instead of "shutdown immediate" ... While the latter may seem to take forever on certain production databases, the former really does take forever. ;-)
