You have a TEMP tablespace but it has no files 'attached'.

TEMP tablespaces should have TEMPFILES attached, not DATAFILES. Look in DBA_TEMP_FILES rather than DBA_DATA_FILES. (Oracle version dependent though - what version are you running?)

alter tablespace temp add tempfile 'blah' size ? reuse;

How it can happen?

Someone could have dropped the tempfile(s) from the tablespace. An RMAN backup doesn't copy the tempfiles, so a restore or duplicate doesn't add them back in.
An other problem?
