... which has been the case - and well-known - nearly forever.
But how much use if there for zero-byte "backup"? None I would think.

The UPPERCASE "O" files are backup files generated VIA relink.
When you perform another relink, then we copy files like sqlplus, exp, imp, tnsping etc to file name with extra "O".
