Using secure external password store with instantclient?

Howdy folks. I've been playing with Oracle's secure external password store, looks very nice. However it seems that the client-side tools required (e.g. mkstore) are not included in any of the Oracle instantclient packages.

Can anyone verify for certain that this is not an option with instantclient?
