Mayne you need to check who owns the EMC disks. We has a case where the owner of the EMC disks was root. We change the owner of the EMC disks via sudo and everything worked fine until restart.
After restart the ownership returned to root and the database did not come up.
We had to use root to change the owner to oracle and since then no problems.
