Sherrie,

Existence of tnsnames.ora file is not required even for OCI oracle client to initiate connection to your server. I would recommend to review the following part of the documentation about various Naming Methods:

i.e sqlplus scott/tiget_at_dummyhost:1522/ORCL - works like magic.
