Sounds a lot like TOAD Benchmark Factory where you capture a trace file or files using 10046 or TOAD's session browser and pass it to TBF for replay where it can simulate various loadings and stress test the app/database.

There's a freeware version available which allows a stress test of up to 20 users to be simulated from your one-user trace file. The paid for version does up to 40,000 users.

And, should the need ever arise, "Benchmark Factory is available for Oracle, SQL Server, DB2, Sybase, MySQL, and other databases via ODBC connectivity.".

I have no idea whether this is exactly what Oracle are offering in 11g, I have not yet had the time to get hold of and test out 11g - I'm so far behind at the moment as we are only just starting to think about going to 10g :o(
