Yes, I agree... Back in the OEM console (thick client), it wasn't really worth anything without the management packs. Perhaps things have changed.  

So, you say about $3000.00/cpu. If I have 5 machines 3 production and 2 development with 4 cpus each, and the OMS and repository resides on one only. I need 12000*5=$60,000.00 just for the Diagnostics Pack? Say it ain't so? ($36,000 just for the 3 production machines).
