Your transactions need to perform physical I/O. How is limiting this going to get you more throughput? You seem awfully concerned about an arbitrary CPU utilization figure of 40%. If the only goal on this system is to reduce CPU utilization, then I guess I could see why you want to increase the number of processes waiting on I/O (queuing or service time). Likely, a better goal would be to improve throughput and starting with the crummy I/O characteristics would be a great place to
start...but don't expect better I/O throughput to alleviate that 40% proc util concern...
