Will it make implicit conversion from NUMBER type to VARCHAR?
Wouldn't it have adverse effect?

It has been changed. It now takes a numeric value which when you set to 1000, it means 1000 times faster. This is to give you greater control thus each year you can set it to a higher value than previous year and demand a raise and 2 months of vacation right after.
