I have this argument all the time. It's always when the ibm people who manage the servers/filesystem backups try to sink their claws in a little deeper. It comes down to philosophy. Should the DBA who is ultimately responsible for the database be the person who performs the backup/recoveries and understands rman at a command line level. Or, should it be the tape backup person using the gui to perform backup/recoveries and when rman squacks about something being wrong is going to ask for your assistance anyways. The person running the veritas netbackup will have no idea what oracle is or how rman interfaces with oracle. All they will know is that they can perform backups/recoveries of oracle using their tool.
