Using SQL*Plus for this test, if your database is configured for a Multi-Byte characterset, may produce incorrect results. Its difficult to configure a SQL*Plus client to work on UTF8 character set. ;-)

Did the original poster ever state what character sets are configured in their database?

Maybe I missed it?
