   Through Metalink. Your Oracle should be under a support contract and you should have been issued a CSI number. Unless you bought your Oracle license through a third-party support agreement, and are required to contact that company for support.

   If the above doesn't work and you just want to report a security problem, you might contact http://www.nextgenss.com, a security organization.
