what is ur OS?
If it is windows select "Enterprise Manager Configuration Assitant" which is
under "Configuration Tools".
This will install& configure OEM repository for you.

How to configure oracle management server. I want to explore OEM fully. I cann't find any installation guide for this in otn.
Is OMS is must for dataguard, RAC?.
