Here is Tom Kyte's answer to my question. Sort of expected answer,
correct but not evry useful or explanatory.

What is $ORACLE_HOME/bin/kgmgr, how do I use it and where is it documented?
you do not use it and it is not documented.
internal program. used by middle tier services running plsql. nothing for us.
