Wouldn't something like DUL need to read Oracle's dictionary? My impression is that a lot of stuff in the data files is heavily encoded, like date and number formats. Wouldn't you need the dictionary to understand where one column stops and the next starts, and maybe even where one row ends and the next begins?

A free DUL in C would be very nice to have and to study the source code of. maybe you should also contact Kurt van Meerbeek of jDUL project on sourceforge, maybe you have some ideas or info he doesn't have that could help his efforts or of course Richard's efforts.
