Bulbul,

I think I answered this question of yours a few days ago. For setting sql_trace, the user must have ALTER SESSION system privilege; for all other session altering statements like 'alter session set nls...', etc., the use does not need to have alter session privs. In your case, you have not given the user SCOTT the needed priv 'alter session'. So, SCOTT can alter session to set nls_lang, but not enable sql_trace.
