DBSNMP is used by the intelligent agent 007 and OUTLN is used for stored outlines
and plan stability. You can get rid of DBSNMP, but you cannot use intelligent agent
afterwards, neither shaken nor stirred. I'd be vewy, vewy cautious with OUTLN, though.
Stored outlines are tightly integrated with the database and dropping the account might
do bad things to the database. There is a coomand like
ALTER USER OUTLN ACCOUNT LOCK;
which will not drop the account but will make it rather hard for anybody to connect
as OUTLN.
