which role is plustrace ? it doesn't seem to be an Oracle predefined role
Give the user the plustrace role as follows:
SQL> grant plustrace to j_smith;

I create a user scott
and then gave him create session, create table privileges only.
Why is he able to do
alter session set nls_date_format='dd-mon-yyyy' ;
and
alter session set nls_language=French;
but he is unable to
alter session set sql_trace=true ;
Is it because nls parameters are client side and sql_trace affects the
server side ?
