if you know which session have it set ... you can

dbms_system.set_ev
or
dbms_support.stop_trace_in_session

or

for rec in (select * from v$session)
loop
  dbms_system.set_ev(rec.sid, rec.serial#, 10046, 0, null); end loop;
/

all from memory, check for syntax etc. but you will have to keep doing this for all new sessions as well.
