I found RH 7.2 to work rather easily. The OS OpenVMS and Oracle 8.1.7
did not provide a QUI install at all.

I've seen this, I don't think it is your mistake, other than trying to use RH7.2. Oracle support for linux was really questionable around that time. 7.2 is not in the support matrix at all. 7.1 is supported, but installation doesn't work well there either. You would be happier with Red Hat Enterprise Linux AS if you can afford it.
