I don't believe there is a "one size fit's all" tool for sizing a database. If the DB is being used as a backend for an application then the application vendor may be able to provide assistance. Otherwise it's affected by such parameters as volumes of data and possibly rought cut sizing using largest row as a barometer.
Also try "sizing oracle database" as search string in google!!!
