you are correct, semantically I should have said he cannot rollback the
truncate and because he has no backups, he cannot recover from the
action either.
of course, your recovery does depend on knowing exactly when the
truncate took place. Otherwise you may have to do multiple recoveries
until you find the correct time.
the bottom line is, under the given conditions, the action cannot be
reversed and the data lost cannot be restored. The only option is to
recreate.
