The install document only mentions the Blackdown JRE 1.1.8 v3 which is
downloadable from www.blackdown.org.
I think I used 1.3.1 because it was supplied with Suse 8.0. The Suse support page makes mention of a glibc patch that's required in order to use the 1.3.1 version of the JDK if you decide to use it. The page is here http://www.suse.com/en/support/oracle/db/9iR2_72_80.html Suse specifically mentions 7.2 but maybe there's a requirement for 7.3 too.
A simpler fix might be to try unsetting your LANG environment variable as that sometimes trips up the IBM JDK in much the same way as you described.

Actually, I do run into problems :(.
I installed 9.2 absolutely smoothly on another machine with only 9.2 on it
last week.
This was on SuSE 7.3 with an IBM JDK 1.3.1 installed. Installer didn't cause
any probs.
Now I found out that with the other machine (the one with 8.1.7 on it), I'm
actually running
on SuSE Enterprise 7.1. Kernel is 2.4.4, glibc is 2.2 and gcc is 2.95.3.
BUT, there is only a 1.1.8 (Blackdown, IBM ?!?) JDK installed.
My Installer crashes silently after I selected the stuff to install. Doesn't
9.2 NEED JDK 1.3.1 to run the Installer (and the other tools) ? I'm not
quite sure anymore.
