Here in Canada I was told you can do it if you have a letter from your
employer stating that they are unable to provide you with the training you
require to stay up-to-date in your field.
I asked my previous manager if he could write me such a letter, he just grinned and said: "well, it should be our responsibility to provide you with the training you require to stay up to date in your field..." and no letter.
Since then I spoke with a contractor here, who said that if I keep requesting for training and never get it, I can keep the e-mails as evidence and submit them along with my income tax forms. I'll give it a try, though I give it a 5% chance of success.
The irony of all this is that I work for the Federal government here.

In the US one can put training on their income tax forms, but the IRS will disallow it.

I think this change will up the ante for corporations that do not send their staff to official training courses or expect that staff will keep up to date in their certifications on their own time and money, a $50 book out of one's own pocket doesn't compare with a $2000 course.
Employees in Canada can't deduct training etc. before income taxes, only consultants can. I don't know if that's the case in the U.S. or the UK as well.
Maybe more people will become consultants, but then again there is a bit of a crunch in the IT job sector right now.

Oracle Certified Master DBA Practicum Exam
An OCM candidate must successfully pass the Oracle Certified Master DBA practicum after having completed the required OU advanced learning requirements. The practicum will be conducted at an Oracle University facility in each global region. The location for Americas is Chicago, IL. The cost for the practicum is $2000.00 US Dollars. Locations for EMEA and APAC have not yet been determined.
The practicum is a two-day, hands-on performance based event where candidates will be presented with numerous scenarios that will require them to diagnose and solve highly technical Oracle server related problems. Each candidate will have their own dedicated LINUX server that is configured with the Oracle server software, Oracle Enterprise Manager, and the Oracle documentation set.
Topics on the practicum include core database technology, database configuration, replication, partitioning, parallel operations, diagnostics, troubleshooting, performance tuning, and backup and recovery. Candidates may also encounter ad hoc database problems that they will have to resolve, therefore simulating "real-world" database operations. Oracle tools such as Oracle Enterprise Manager, Data Guard, Flashback, Recovery Manager, and Oracle documentation will be available to candidates during the practicum.
Candidates will be scored on their ability to successfully complete the scenarios and if they obtain a passing score they will be awarded the OCM certification. Based upon a candidate's performance during the practicum, they may not be awarded the OCM certification if they do not achieve the preset passing score.
I think that the price tag is a way too high to start with, but the thing that really blew me away is that the test is on Linux only??? It's hard for me to believe that they won't let you take it on your platform of choice, especially for the hard-core-Windows guys out there.
And I have to use Enterprise Manager? Give me a break - and a SQL> prompt.

Did you check out the prices for the OCM? Two classes plus $2,000 for
the exam the last time I looked into it. Can I take an upgrade exam to
