The patchsets _are_ cumulative. You can go direct from 8.1.7.0 to 8.1.7.3 or to 8.1.7.4 [we normally don't go to the latest patchset level but wait a few weeks or a couple of months to see that no major issues are reported with the latest patchsetlevel].
