Keith:
I would consider PHP (http://www.php.net). It is very powerful, and very fast. It is low overhead as compared to Java, and stored PL/SQL, as well as many other web development solutions. Basically you have PHP scripts embedded in HTML pages or templates which get executed by Apache in a similar way that CGI's used to. Actually PHP is compiled into the Apache server, or as a dynamically loaded module. My biz site runs on it: http://www.iheavy.com.
