Renowned management guru Peter Drucker says HR is a pretty useless function. He recommends that, even for large corporations, the HR "Department" should be downsized to a couple of people facilitating forms, clerical work, etc. True management of "Human Resource" should be systemic and not confined to a department. In that light there really is no such thing as a good HR "departement."

Good HR: "All personnel issues should be handled by your boss and others within your immediate organization but I can explain your benefits or help you with 401K and insurance forms."

Bad HR: anything other than the above.

Personally, I think 'Good HR' is an oxymoron... Out of 7 companies I've worked for, *1* of them had what consider decent.

Bad HR: I'm sorry, your job description has a high and low salary range and you are bumped up against the high range.
