I knew about the security hole utl_file_dir=* but wanted to keep the production and development enviroments the same so I decided that wasn't a great option.
I take it the utl_file parameter cannot be changed on the fly, huh?

Yep, as long as they have OS level authority. That's why I said 'development server'..
